Update Licenses at top of all Source Files

License text at top of all files needs to refer user to LICENSE.txt rather than include the full body of the license.

Otherwise they will get out of sync with actual license terms.

Even this reference should be consistent across all files. Do you have an example we can copy? What about: /** * Licensed under the terms defined in eos/LICENSE.txt **/ Or maybe the reference go back to the github source?
