[Horde] Khadgar's Upgraded Servant bugged for accepting quest "In the blink of an eye"

It seems "Khadgar's Upgraded Servant" is bugged and does not appear at times, toon is standing at spot forever waiting for npc.

However, there's an npc standing in durotar which will give this very quest as well:

By interacting with npc, gossip frame with one option will open up followed by StaticPopup1 to confirm skipping intro. Having confirmed one gets immediately ported to Dalaran above Broken Isles and can turn in quest "In the blink of an eye".
