Disable true/false for sort dependencies and plugins, throw exception instead

Set more sensible default values
default sort order should be: recommended_2008_06
~~sortProperties should be true~~
keepBlankLines should be true
spaceBeforeCloseEmptyElement should be false
Change scope order
The imported bom files should be listed first if dependencies are sorted by scope
