Adding Missing Functionality

Will CAP adapter support CAPInfoPointGeom along with AreaGeom? Also, in our use case we pull IPAWS data from FEMA and need it recogonize when CAP alerts do not have geometry and use the SAME - FIPSCODE to perform a look up for the region associated with that alert.

Background:

Talking with the customer they were able to use the CAP Adaptor before 10.5.1. This customer tried to use this at 10.5.1 and was not able to get the basic functionality that they had already had working in this newer version.

Current State:
They have majority of the functionality done on their end; however, this is not been integrated into the adapter. This adapter needs to be upgraded and take into account the customers workflow:
