Bootstrap can set dojoConfig #39

Inspired by esri-promise, bootstrap() should take a an optional dojoConfig and if it exists, it can set window.dojoConfig before loading the JSAPI.

This should help with questions like #27, tomwayson/angular-esri-loader#24, and tomwayson/angular-esri-loader#32
