@kbecciv you are correct that the Add payment button should be disabled. However, a user can go offline after tapping that button and then fill out the PayPal address.
The reported issue seems to be related to the flicker effect we experience on a lot of API requests at the moment. It should be solved here cc @jasperhuangg
