Issue found when executing PR #15978

Action Performed:

1. Go to staging.new.expensify.com
2. Login with expensifail account
3. Navigate to /settings/payments/enable-payments page
4. In Date of Birth input type 31/01/0001
5. Verify that two errors appeared under the input

Expected Result:

Two error messages appeared under the input when typed 31/01/0001

Actual Result:

One error message appeared under the input when typed 31/01/0001
