ESC - Message is not cleared when press ESC key twice

Action Performed:

1. Navigate to staging.new.expensify.com
2. Go to any conversation
3. Type @ to open Mention suggestion
4. Press ESCAPE key
5. Press ESCAPE key again

Expected Result:

When press ESC key the Mention suggestion should close and when press ESCAPE key again the entire message should be cleared

Actual Result:

When user press ESC key second time the message is not cleared
