A new PR has been added to the main firmware repo ExpressLRS/ExpressLRS#2826 which provides an option to the flasher to allow flashing an RX as a TX.

I think the option could be added to the main flashing page when selecting a receiver if the advanced/expert option is enabled.
For ESP32 based receivers the user can select Internal (Full-duplex) or External (Half-duplex) as an option. ESP8285 receivers only support Internal mode. STM32 is not supported.

This would only be supported from V3.5 unless we update all the older artefact files.
