Due to a compiler bug the latest rollout of MSVC on GitHub cannot build nanobind (and hence Basix or DOLFINx Python wrappers). MS has a fix internally, when it is rolled backout re-enable the Windows test. Basix and FFCx also need to be re-enabled.
