CLI -noCache might have stopped working

Haven't used the option to run the broker without subscription cache since ... I started with Orion-LD, back in Aug 2018.
Got a report indicating it might have stopped working, so need to look at that.
While this option is pretty much never used, as it slows down the broker, it is useful to have for troubleshooting.

Also, in "Telefonica Federated" scenarios (a number of brokers running against the same DB), if you need 100% of the notifications, you have no other choice but to run the brokers with this option.
