Expose getPredicateRoot as an export for @fuels-ts/predicate

Motivation

The EVM wallet connecter repo needs to perform predicate root calculation. However, since getPredicateRoot is not publicly exported, the code had to be copied into the codebase directly.

The @fuels-ts/predicate repo should make this function publicly exported so that dependent repos (like the EVM connector) can easily receive upstream updates.
