HEMCO rc files need to be distributed #261

Very much like each component maintains its own ExtData.rc file, the component specific "HEMCO.rc" files need to be maintained inside the repo for each component to avoid repository contention. The way it is a change in GOCART need a concurrent change in HEMCO which is a nightmare to maintain.
