Background info:

Under Section 11 of the Guidelines for GSA's Digital Presence document - Google doc, likely internal to GSA, the requirements for this site are:

Public Law 115-336 (the 21st Century Integrated Digital Experience Act (21st Century IDEA)) requires any executive branch agency website or digital service intended for use by the public (or that serves as an agency intranet) to be:

  • Consistent in appearance;
  • Designed around user needs with data-driven analysis influencing management and development decisions;
  • Fully functional and usable on common mobile devices; and
  • Compliant with the United States Web Design System (USWDS).

(2) General public, partnership, advisory and hybrid sites

Purpose: This category includes public-facing websites for collaboration, engagement, or information-sharing, NOT necessarily focused on GSA-only business.

Defining characteristics and/or the primary purpose of these sites include:

  • Engagement with citizens through collaboration and feedback, to improve government and provide public services.
  • Providing governmentwide information and services to allow audiences to better understand a governmentwide program or make better-informed decisions.
  • Co-management with other federal agencies to create, curate, and/or manage site content; GSA is responsible for operating the site.
  • A collaboration between GSA and one or more partner agencies; agencies equally share responsibility to manage the site.
  • A GSA Business site that also has one or more of the defining characteristics of another type of site.

Examples: Performance.gov, Cloud.gov, FedRAMP.gov, Data.gov, Digital.gov, SAM.gov
