Also attempt to make "portability" build only run nightly.
They seem to hang instead of failing at the moment, so until we get them working it seems like it's better to just leave them out.

This should move the creation of the portable Docker image to run only on nightly jobs, but that won't take effect until it's merged, due to how GitHub treats Actions.
