On the action questions, the continue button is inconsistent as at one point it becomes a link in the body of the tool instead of a button at the top header of the tool.

It would be great to maintain the consistency of having the button in the header. Then the instructions to perform the action could be clarified (plus putting the steps in a list here is unnecessary).
