Fix maven build so it automatically pulls in ogc schema dependency

At the moment when you clone the project and do a maven build it will fail unless you specifically build and install the ogc schemas in a prior step. This is irritating to new developers or when you want to set up the project on a new machine.

Make it so that it is only necessary to run the main maven build.
