Manually Set Random Seed for Algorithms

Is your feature request related to a problem? Please describe.
There does not appear to be a way to set a seed to be able to reproduce the clustering results from algorithms like InfoMAP and Surprise.

Describe the solution you'd like
Either adding a hyperparameter to these functions that can be manually set, or the ability to set a random seed globally (like random.seed(x))

As an aside, I am relatively new to CDLib so I am not sure if a solution for this already exists.
