Currently these functions are coded redundantly in different places + they use specific exceptions (Fiona, PyOGRIO, etc) which are not generic enough. Fiona exceptions were replaced in #593 and GlacioHack/xdem#559 in favor of PyOGRIO because Fiona is not the default dependency of GeoPandas anymore.
