Add a section for requirements in issue templates

Summary

It'd be nice to have a section in bug or feature requests where the user adds a checklist to iterating clear criteria for completing the proposal.

Proposed Solution

I think adding a section where the submitter can optionally write out the test that would need to pass would be a good solution

Alternative

a checklist iterating changes that tarvester would have undergone? ie the README doesn't suck or I can install on windows vista.

Additional Context

I think it'd be good to make these optional, but clarifying that adding those notes make it easier to address the issue being submitted. especially since issues show completed tasks in the issue preview, thus it appears tasks are completed if issues (like this one here) show 1/1 tasks completed - when in reality that's just my confirming that I agree to abide by the code of conduct below.
