FR: SRT utilities library

There is a need for a library to provide functions to help configure SRT.
The library should contain:

• Access Control (StreamID) encode/decode functions
• Configuration helper functions ([FR] SRT configuration helper functions #703)
• URI parsing functions
• Translation from URI to socket options

Ideas.

1. Apply special extra parsing for the string in streamid parameter so that it can be slightly templatized. Adding h=%h inside the streamid string (streamid=#!::h=%h,r=myvideo1) would simply set the h parameter to the currently used „host” part in the URI.
