randomized items replacing freestanding small keys aren't rotating

i'm not sure when this started or if they were ever rotating, but i think it has something to do with the merging of the 3d dropped item logic

They were rotating just fine for me when I fixed the 3D drops thing last time, so either this has something to do with the 3D drops update afterwards or something completely new.

EDIT: Now that I think of it, I think I only checked it when the replaced item was actually a key, so this might've been an issue earlier.
