End spurt for first proper version

[Herst]

• Make eslint stricter again, for tests and code (revert the relevant portions of 36cc8c2 and 2c2464e)
• Rename Bootstrap to Bootstrap-NG, give it a version and adapt the URLs everywhere (code and wiki)
• Remove node packages not needed any more and recreate package-lock.json
• Commit dist/ and tag release
• Delete the wiki pages of the removed checks
• Adapt README
• Publish?
• Have the Bootstrap documentation use it, tell likely interested people about it and get theirn feedback
