A number of references are made in the IATI standard documentation to the idea of a 40MB limit, originating from a 2014 Steering Committee paper
However, these aren't clearly statements that files over 40MB aren't considered "valid" IATI data, and our tools implement size limits of ~60MB.
I would like to see any size limit clearly documented, and reinforced by tooling.
