View Tapes only show active tapes

have the "View Tapes" section be only currently in-use tapes, but still have an option to show degaussed ones for historical data. Right now, when they're degaussed, we just change the location to Degaussed Tapes / Campus Scrap, but it doesn't separate them from the list of in-use tapes
