NumPy is currently listed as numpy>=1.26.0,<2.0a0 in environment.yml. It's not clear if this is still needed or if we can remove the version cap.

It looks like there are some runtime errors with pyomo and numpy 2.0. This is a known issue and is being worked on in a 6.7.4 release (next release). There is a workaround listed here:

Pyomo/pyomo#3290
