Textarea resize handle is misaligned in Material [& Indigo]

Description

The resize handle of the Textarea is misaligned in Material and possibly in Indigo theme

Steps to reproduce

1. Open https://igniteui.github.io/igniteui-webcomponents/?path=/docs/textarea--docs
2. Switch to material theme
3. Switch to Indigo theme

Expected result

Don't see handoff link in https://github.com/IgniteUI/igniteui-webcomponents/wiki/Textarea, but I assume the handle is intended to be aligned at least somewhat and possibly not overlap with the bottom border line
