Cant Run the Code

we have followed the below given steps.

In your Github repository, navigate to the "Actions" tab.
Click on the "New workflow" button.
Select the option to "Set up a workflow yourself".
Copy and paste the following code into the new file:

we are not able to get a code review on the pull request. can you please help
