My question would be if a Broker must always forward requests to the upstream servers in absence of replication. Or is a replication protocol (i.e. simple caching and exposing the access control rules) something that can be specified somewhere else?

Reading 4.2 (Catalog Replication) and 4.4 (Catalog Broker) of the specification seems to partially contradict themselves.
