Create new atom TextArea component

As part of the Governance action submission feature preparation - create a new TextArea component that should follow atomic design methodology.

ToDo:

1. Create a new TextArea directory inside atoms directory.
2. Reuse Input component
3. Inside TextArea directory create unit test to TextArea component - TO BE DONE AFTER [#81] configure unit tests with vitest #58.
4. Write storie to TextArea component.
