After providing 'context' about vote, the user is shown this modal dialog.

Steps to reproduce

Go through the steps to provide context about vote

Actual behavior

You see this dialog box

Expected behavior

The wording on the box should be written in a user context, not a system context.

The problem here is that the wording makes no sense to a user in the context they are in. Maybe this box will disappear when the flow is fixed? I don't know, as I can't currently provide context and vote. See #2560
