Crash on 1.16.5 Server (duplicate key)

Describe the bug
the Server can't successfully started,the crash report said that"The Vault (the_vault) encountered an error during the common_setup event phase com.google.gson.JsonSyntaxException: duplicate key: ����"

To Reproduce
Steps to reproduce the behavior:
1.start the server
2.server crashed
3.
4.

Expected behavior
I expected that it can loaded,but it seems that the server will still crash even with only this mod added

I can play this mod when the world type was Single Player
