.env_dev 파일 수정

.env_dev는 개발용인데요.
그리고 아직 보상 쪽 검증이 안되서요. 서버쪽 반영은 기존 Contract로 검증 후에 변경하는게 좋을 것 같아요

docker-compose.yml 파일을 보고 .env_dev로 설정했었는데, .env_dev는 기존대로 원복시켰고 .env_prd로 설정 추가하였습니다
