Decoded speech (bad quality in wav)

I used VS 2012, rebuild project and create exe (with CLR).
After that was decoded example files (female.cod and male.cod) and taken result wav files.
Wav files have bad quality and big noise, and i didnt understand nothing in speech.
In what was problem?
