The ALH provided a softioc that monitored alarm heartbeats. The JAWS epics2kafka service produces ChannelError messages on connectivity issues reported by JCA, so that may be sufficient. We need to evaluate if so. Also, JCA is known to be terrible with disconnect recovery so perhaps it's a good time to replace it with EPICS 7 pvAccess lib, which hopefully handles disconnects better.
