Set up a recurring meeting time for this project

As part of migrating this repo to Kubernetes SIGs, we'd want to set up a recurring meeting time either weekly or bi-weekly for this project. Alternatively, we could merge this with the CAPI office hours if there's not enough critical mass to fill an hour timeslot.
