Issue: If one of the buckets assigned to bag has hit a capacity limit, the bag cannot upload. Example bag assigned to 4 buckets 1,2,3,4; bucket 1 is full then the bag cannot upload though bucket 2,3,4 are fully available.
Separating bag ability to upload from replication and having a min threshold of accepting bucket for upload to go a head.
