Context

At launch faucet would only allow limited JOY allocation to cover basic operations like creation of account, comments and reactions, which would be insufficient to take advantage in NFTs Marketplace features for new users. Suggestion here to integrate with a FIAT exchange provider to enable new users purchase JOY tokens with alternative currencies.

Scope
