When playing a T2 no base start on normal oil, Cobra has issues with power management whereby it will quickly spend its 1,300 Power on start very quickly. This happens due to higher cost techs and building more expensive versions of trucks using leopard bodies.
Once factories are up not long after it will also build expensive tanks consistently. From this it gets into deficit which puts it behind massively where the debt accrues. It does not cancel production attempts even when in the Power negatives.
On 7 mins in, it does not even have modules added to P. gens but will get a VTOL Fac up along with labs.
Easily repeatable. AI was on hardest.
Firstly, getting modules added to P. gens should be an immediate priority once 2 factories are up and a few oils are taken.
Then modules added onto 1 or 2 labs at most and or factories prior to any VTOL or Cyborg factories going up.
With unit production, it should ease off during oil deficits.
This can then go for any such low Power situation following that, in the way a player would be asking questions (without allies present):
Questions to ask in this situation are, do I have enough P. gens? Do they all have modules? (so are all derricks active?)
Can I gradually or immediately cancel any units being produced and or delay next production?
(As you may have many in a queue across factories, try cancelling 1 at a time and delay or pause)
Can I swap my chosen tech being researched to something cheaper to ease the power deficit?
Cancel researching the tech not yet begun (due to deficit) and delay or pause selecting another until power deficit clears.
Worst case, cancel the active tech to reclaim oil.
