Is there an existing issue for this?

Pain

When going to the library or any other list which has to be scrolled down, when selecting the outer right elements, sometimes the list scrolls down while I just wanted to click the "..." Element.

Suggested solution

Imho a dedicated scroll bar , that does not hide, could solve the Problem. It should not be too small, as I already have Issues selecting some elements on my big screen.
