New set of handlers for deploying -

they write everything out in a flat folder structure, and use the guid as the key for the filename - this means there is little (no) messing about for renames, and moves -

upon delete the file isn't removed but marked as deleted meaning you don't get double imports if you can't delete the files from your target deployment location.
