Dinkle DT-31-B01W-XX Footprint for submission

I've imported a Terminal_Block from Eagle and wish to contribute it to the community. How can i do this ? The datasheet to this is here

It is unlikely that a footprint taken from eagle will fulfill our guidelines. So first check https://kicad-pcb.org/libraries/klc/ to determine if it is worth the effort.
