Currently controller manager's feature gates are hardcoded https://github.com/Kong/kubernetes-ingress-controller/pull/4823/files#diff-e89be69ec24937ecffbea9dac6679cb257cc6319cde71bd4b1d16e0dae21e0dfR261

This issue tracks the effort of reading the feature gates from the environment or makefile flags as it's done elsewhere.
