Problem Statement

When (and if) we graduate FallbackConfiguration feature gate, we should allow users to disable the feature anyways with use of a CLI flag.

Proposed Solution

  • Add default off --disable-fallback-configuration CLI flag

Acceptance Criteria

  • --disable-fallback-configuration CLI flag exists and allows disabling fallback configuration behavior
  • official docs describe the new CLI flag as a way to disable the feature
