Is your feature request related to a problem? Please describe
It would be nice to link to the documentation for specific platforms inside a dokka multiplatform documentation.
Let's assume a multiplatform documentation with platform specific module descriptions. The main page will contain tabs to switch between the different platforms. I would like to be able to create links to a specific platform descriptions.

Describe the solution you'd like
I think it would be reasonable to use URL fragments for that. No fragment could mean "common" documentation.

Example:

Describe alternatives you've considered
I have no idea what alternative there could be.

Additional context
Regarding the default tab, I created another issue: #2396
