@Smurf-IV Would some of this straddle the standard toolkit as well, i.e The ability to host the ribbon on a UserControl?

I think Both points from the OP could be in the ST.
Can you make the title more specific to 1, and then create another for 2 linked to this and the OP please ?

@Smurf-IV Done, the 'UserControl' idea sounds like a good one, as it could mean that we can adapt the 'floating toolbars' code for possible floating ribbons.
