Create a Dashboard & drilldown links to see Policies attached to a Gateway/HTTPRoute and vice/versa

Use Cases

• As an MGC Admin, I want to view all managed gateways and the associated policies
• As an MGC Admin, I want a view of Policies to see what Gateways or HTTPRoutes they are attached

Details

There are options to solve this for the MGC use cases above, however they will likely be very specific to MGC.
New metrics will be required, and a set of new dashboards.
To provide drill down links, existing dashboards provided by #438 would need to be modified/forked from the upstream, which isn't ideal.

It would be best to see the outcome of Kuadrant/gateway-api-state-metrics#4 first before taking on this issue as there may be a more upstream/generic friendly way of doing this without having to modify what's pulled in from upstream.
