Rename "Custom Base Velocity" to "Base Velocity" and remove the long text

Enhancement Summary

There quite some long text in the "Custom Base Velocity" box:

No other element has this long explanations. I'd like to propose to remove the long text as it only adds visual clutter, especially if users already know the feature. Users could learn about the feature via the tool tip of the spin box:

It might also make sense to simply rename the option to "Base Velocity".
