Synthesis T2 HQ chance may be 1/16

From discussion in #5712, it's possible that the T2 HQ chance should be 1/16 (6.25%) instead of 1/20 (5%).

1/16 = 16/256
you can't get exactly 5% with x/256. given the magicness of that number in x/256 land i'm inclined to believe it on that alone

Interesting, in that case it seems like the T1 might also not be correct.

Yeah that was a huge deciding factor for ASB was everything SE has done ix x/256 and the data shows that 1/16 is much more likely considering the data points and research from retail.
