This results in new functionality on the levelup interface (see the tests of #681) so semver-minor.

On second thought, the manifest was already released in levelup@4.3.0, but it didn't work yet because the deferred-leveldown "glue" was missing, so this is a bugfix (and in hindsight they should have been released in reverse order). I'm probably splitting hairs but doing a semver-patch release means we'll have a fully functional 4.3.x.
